Inclement Weather Procedure

All inclement weather days will become remote learning days and will remain contract days for exempt employees. Daily lessons will continue despite weather events. MRH will make every effort to maintain normal work hours even during inclement weather for non-exempt employees. 

Scenarios:

  • When the District announces that schools are in a remote learning mode but the district will remain open, offices will be open and all administrators and non-exempt employees will be expected to make reasonable efforts to get to work. 

    • Employees who are unable to arrive for work on any such day when schools are closed but the District is open will be required to use an available leave balance (excluding sick time) or the absence will be unpaid. 

    • All employees who are unable to report to work should call their department supervisor and report their absence prior to the start of their workday.

    • Exception: teaching assistants may work from home or be expected to report at the direction of the building principal based on their daily assignment needs.

  • Prior to the normal starting time when it is announced that schools are in remote learning, but the MRH district offices are closed due to inclement weather, all offices will be closed.  

    • School term employees will be allowed to make up the day as part of an amended school work calendar and will be paid at the time the work is completed/made up (this includes crossing guards, Discover Club, and school term food service workers). Supervisors should consult with Human Resources to determine the amended schedule. 

    • Exception: teaching assistants will work from home to assist with remote learning or have their day rescheduled at the direction of the building principal based on their daily assignment needs.

    • All non-critical, full-time, 12-month non-exempt employees will be paid for such time off. 

    • Part-time 12-month non-exempt employees will only be paid if they were normally scheduled to work that day and only for those hours which the employee would normally work.

  • Certain critical positions of employment require attendance by various personnel regardless of snow day closings. This includes crews needed for snow removal, building systems maintenance, etc. Employees may also be called into work during emergency situations.  Employees notified that they must report to work will be paid at their regular rate of pay. Supervisors authorizing critical positions will designate critical-need employees, define the time to be worked, communicate designations with HR for timekeeping system purposes, and may complete a form authorizing trade time if applicable.

Time absent from work due to inclement weather closures shall not be counted as hours worked when computing weekly overtime.

On days when weather conditions worsen or improve as the day progresses, MRH may decide to close early or start late if in a Tier 2 or Tier 1 scenario. In such cases, announcements will be made via the usual channels: emails, phone calls, and local news outlets. 

  • Early release: employees will be expected to remain at work until the appointed closing time, unless their shift/workday ends prior to that time, or unless they receive permission from their department head to do otherwise. On days when the District enacts an early release, all non-exempt employees will be credited time from closing until the end of their regular shift. Any inclement weather credit which is granted will not result in Gap or overtime pay.

  • Delayed start: all non-exempt employees will be credited up to 1.5 hours paid time until such time as the District re-opens. This grace period is designed to allow employees extra time to ensure a safe commute to work. Paid time will not be applied after the District has re-opened. Paid time will not be applied for time after the employee has successfully clocked into work. At no time will granted calamity credit result in Gap time or overtime pay.
