Information for Student Transfers from Unaccredited School Districts
On June 11, 2013, the Missouri Supreme Court issued an opinion on Breitenfeld v. School District of Clayton, overruling the opinion of Circuit Court Judge Vincent. The decision of the Missouri Supreme Court, as it stands, requires accredited school districts located in St. Louis County or any adjoining county to admit students who currently reside within the two unaccredited schools districts in St. Louis County - Normandy and Riverview Gardens.
This decision will allow transfers from unaccredited school districts to enroll in accredited schools districts starting in the 2013-14 school year. According to the ruling, Normandy and Riverview Gardens would have to cover tuition costs for students transferring out of their districts, and they must also select one district to which they would transport students. Normandy has selected the Francis Howell School District and Riverview Gardens has selected the Mehlville School District.
Transfer Information for Riverview Gardens and Normandy School Districts
The Maplewood Richmond Heights School District is participating, through Cooperating School Districts of Greater St. Louis (CSD) and along with a number of other area districts, in a common application process for students who reside within the Riverview Gardens or Normandy School Districts who seek to transfer to an accredited school district. Parents/guardians of students seeking to transfer should complete the Common Application for Transfer Students K-12 and follow one of the following next steps, depending on the unaccredited district in which you reside:
- Riverview Gardens School District is processing applications starting Tuesday, July 2, by appointment by calling Ms. Redden at (314) 869-7436 ext. 1415. Additional information is available on the 24-hour Student Enrollment and Transfer Line at (314) 869-2505 ext. 6000.
- Normandy School District will begin processing transfer applications on Tuesday, July 9, at the Board of Education Building located at 3855 Lucas and Hunt Road. Parents may contact the district’s parent facilitators, Douglas Dickson at (314) 493-0409 or Vikki Collier (314) 493-0454 for more information and to make an appointment for a time other than those listed below. July 9-12 from 8:00 a.m. - 4:00 p.m.
July 15 and July 17 from 8:00 a.m. - 4:00 p.m.
July 16 and July 18 from 10:30 a.m. - 6:30 p.m.
Parents/guardians will list three school districts (first, second and third choices) on their application and must apply for transfer at either unaccredited school district’s specified location by the close of business on August 1, 2013. Area accredited school districts will meet on August 2 to process applications and will be contacting students to complete the transfer process in the accredited district by August 9. While the outcome of the Supreme Court’s decision will have an impact on St. Louis area school districts, it will not alter Maplewood Richmond Heights’ commitment to provide every student a quality education.
